If you’re a youth aging out of care, you may be eligible for our Mobility and Internet for Good programs.

Mobility for Good
A collaboration between TELUS and Children’s Aid Foundation of Canada (CAFC) and select Centre de Jeunesse Foundations, Mobility for Good® helps youth aging out of care achieve independence by providing them with a free phone and a $0 plan. This enables them to stay in touch with friends and vital support networks, search for somewhere to live, find education and job opportunities, and build credit.

$0 per month smartphone plan (including applicable taxes) for two years

You can apply if you:
Have lived experience in the child welfare system and can produce a letter of eligibility completed on your behalf by a ministry/agency representative
Are between the age of majority in the province where you currently reside (see below) and age 26 at the time of your application
Age 18 in AB, MB, ON, PEI, QC, SK
Age 19 in BC, NB, NL, NW, NS, NU, YT
Meet the specific requirements of the province where you were in care:
British Columbia:
Were in permanent or temporary care of Ministry of Children and Family Development/Delegated Aboriginal Agency OR on a youth agreement as of your 19th birthday OR are eligible for the Agreement with Young Adults Program
Alberta:
Are, or would have been eligible for a Support and Financial Assistance Agreement in Alberta
Saskatchewan:
Were in permanent or long term care of the Ministry of Social services up until your 18th birthday OR are eligible for an Extension of Services Agreement
Manitoba:
Were in permanent or temporary care of a child welfare agency in Manitoba on your 18th birthday
Ontario:
Are, or would have been eligible for Continued Care and Support for Youth (CCSY) at any Ontario Children’s Aid Society
Quebec:
Were in temporary or permanent care of the Director of Youth Protection up until your 18th birthday
Nova Scotia:
Were in temporary or permanent care and custody of the Department of Community Services up until your 19th birthday OR are eligible for Post-Secondary Support for Youth and Custody Agreements
Prince Edward Island:
Were in temporary or permanent care of the Department of Social Development and Housing up until your 18th birthday OR are eligible for Continued Child Protection Services
New Brunswick:
Were under temporary or permanent care of the Minister AND/OR were participating in the Youth Engagement Services Program until your 19th birthday in New Brunswick
Newfoundland and Labrador:
Had a temporary or permanent custody order with the Department of Children, Seniors and Social Development up until your 19th birthday OR are eligible to participate in the Youth Services Program
Yukon:
Were in temporary or permanent care and custody or on an Agreement for Support Services with the Ministry of Health and Social Services up until your 19th birthday OR are eligible for an Agreement for Transitional Support Service
Northwest Territories:
Were in temporary or permanent custody or a Support Services Agreement with the Ministry of Health and Social Services up until your 19th birthday OR are eligible for Extended Support Services Agreement
Nunavut:
Were in temporary or permanent custody of the director through the Department of Family Services up until your 19th birthday OR are eligible for an Agreement for Youth
How to apply
Download a letter of eligibility specific to the province in which you were in care
Ask an official representative (worker, employee, volunteer) from a youth agency/organization/Ministry to confirm your care status and complete the letter of eligibility
Submit your application via the online portal below
Please note:
If you were in care in one province but have since moved to another province or territory, you are still eligible to apply as long as you are at the age of majority in the province where you currently reside.
What to expect after you apply
We will review and respond to all applications within 2 weeks
If approved, you will be sent a code and information on how to order your phone and plan. If you cannot find the confirmation email in your main inbox, please be sure to check your spam or junk mail folder
The phone and sim card will be shipped directly to you
